Google Play is responsible to retrieve + provide the subscriptions in the apps.

Apps ask Google Play app for the available subscriptions (it requires internet).
Google Play asks Google server → caches → returns available subscriptions.

The image shows that the device’s Google Play app does not work properly.

We had an interesting report recently on Android, claiming that nothing works, internet, routing, etc. They used some ad / virus / tracking blocker app, limiting Android / Google services → other apps. Like browsers, using any blocker / antivirus app, problems may appear on Android → other apps. Be careful, you use them at your own risk.
