1. Can offline maps be downloaded when testing Tourer+ Version?
2. Can I work completely offline with offline maps and the app on the tablet or is an internet connection required for any function if the tablet does not currently have a SIM- card?

1. yes
2. AFAIK you need the internet connection for calculating a route. My tablet does not have SIM card either and when I don’t have wifi I provide the hotspot from my smartphone for this. No problem… For navigation you don’t need internet, but for re-calculation if needed…

You have to have an internet connection to load a route or to start navigation if you are not somewhere on the loaded route. As soon as you are on the route the offline navigation works. If you deviate from the planned route you may only navigate back on your own, no recalculation less internet connection possible. If you are off the loaded route and know how to get to it on your own, then offline navigation works. For all other usecases an internet connection is mandatory - at least for the dur…
