Is there a way the voice over during route navigation dismisses or doesn’t mention the waypoints ? its pretty annoying that it gets mentioned each time, considering it was used for the planning of a route.

What you are searching for are Shaping Points: Have a look here. 
You can use Shaping-Points instead of Via-Points - they are not announced. I guess it can get annoying if you have many Via-Points, but their primary usage is to mark intermediate destinations, so typically they would get announced once in an hour or two.
Announcements are typically not made based on a specific time, but rather when there are stops along the route.
